Lake Wisconsin Watershed

Details

The Lake Wisconsin Watershed is located mostly in Sauk and Columbia Counties although the southernmost tip extends into Dane County. The watershed is named for Lake Wisconsin, an impoundment of the Wisconsin River created by the Wisconsin Power & Light dam at Prairie du Sac. As with virtually all the other watersheds in the basin, agriculture predominates. Other land cover in the watershed consists of broad-leaf deciduous forest, and grassland. Lake Wisconsin is also a major feature and covers 6.5% of the watershed's area. The Lodi Marsh State Wildlife Area is also in the watershed. The watershed is developing at a high rate. This development pressure may impact natural plant communities and habitat and cause water quality problems if not controlled. There is also significant development around the lake that has a potential impact to Lake Wisconsin and its shoreline. There are two USGS stream flow gauging stations in the watershed on tributaries to Lake Wisconsin. The stations measure the stream's flow, the stage and the rainfall and are located near Prairie du Sac.

Population, Land Use

Overall population in the Lake Wisconsin Watershed for 2000 was estimated to be around 14,300. Main municipalities include the villages of Dane, Merrimac and Poynette and the City of Lodi. Population growth in the watershed is high, most likely as a result of the watershed's proximity to the City of Madison.

Nonpoint and Point Sources

As with all watersheds in the basin, the watershed does experience problems as a result of nonpoint sources of pollution and has been ranked as a medium priority with respect to nonpoint source pollution reduction. Portions of this watershed east of Poynette and along the county border are atrazine prohibition areas. Point source discharges in the watershed have the potential to negatively impact surface water resources. The potential for groundwater contamination as a result of the former activities at the old ammunitions plant is also an issue. Currently, drinking water concerns have been addressed and the Army is taking aggressive steps to ensure safe water. There are numerous permitted point source discharges in the watershed. Industrial discharges include Chiquita Inc., Lodi Canning and the U.S.Army Badger Ammunition Plant. All of these discharge to groundwater, although Lodi Canning also discharges to Spring Creek, U.S. Badger Army Ammunition discharges to the Wisconsin River, and Chiquita discharges to Hinkson Creek. There are also several municipal discharges. Three of them, including Devil’s Head Lodge, Harmony Grove and the Merrimac WWTP discharge to groundwater. The Lodi WWTP discharges to Spring Creek, and Poynette discharges to Rowan Creek.

Ecological Landscapes for Lake Wisconsin Watershed

Ecological Landscapes

The Lake Wisconsin Watershed is located primarily within the Central Sand Hills Ecological Landscape which is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir. The Lake Wisconsin Watershed has a variety of good quality habitats and rare plant communities that are listed on the state's Natural Heritage Inventory, (NHI), kept by the Bureau of Endangered Resources. The south slopes of the Baraboo (South) Range, a Precambrian inlier set of hills, is partially within the watershed. These hills are heavily wooded and contain unique sub-ecosystems with rare plant species. Some of these communities and others throughout the watershed include: bedrock glade, cedar glade, dry cliff, dry prairie, dry-mesic prairie, moist cliff, northern dry forest, northern dry-mesic forest, oak opening, sand barrens, southern dry forest, southern dry-mesic forest, southern mesic forest, emergent aquatic, floodplain forest, northern sedge meadow, northern wet forest, open bog, shrub-carr, southern sedge meadow, springs and spring runs, hard, stream, fast, soft and warm, and stream, fast, hard and cold.

Recreational Opportunities

There are several publicly owned recreation areas in the watershed. The Dekorra Public Hunting Grounds has 242 acres of land open for hunting and other activities such as birdwatching and berry picking. The Hinkson Creek Fishery Area is 160 acres that offers opportunities for trout fishing. The Rowan Creek Fishery Area is larger, covering 629 acres and offers opportunities for birdwatching, hiking, cross-country skiing, and trout fishing. The Lodi Marsh State Wildlife Area also lies within the watershed's boundaries. The marsh is home to pheasants, ducks and other wildlife. Visitors to the marsh can enjoy hiking, berry picking, and birdwatching. A portion of Devil's Lake State Park can also be found in the watershed. The 488 acre Parfrey's Glen State Natural Area is also located in the watershed.

Wildlife and Habitat

The watershed is also home for a variety of rare plant and animal species including; 7 species of beetle, 14 species of birds, 3 species of butterflies, 7 species of dragonflies, 11 species of fish, 2 species of mayflies, 2 species of moths, 9 species of mussels, 33 plant species, 4 species of snakes, 1 species of mammal, 2 species of leafhoppers, 1 species of caddisfly, and 1 species of lizard. These plants and animals are also listed on the state's Natural Heritage Inventory (NHI).

Friends Of Devil'S Lake State Park: Lmi-Devil'S Lake Bottom Withdrawal Pipe Alterations: The Friends of Devil's Lake State Park propose this project to reconstruct the siphon pipe system at Devil's Lake State Park, Sauk County, by lowering the portion of the siphon that is above the ordinary high water mark (OHWM) lake level so that the pipe will flow as a gravity feed flow system whenever the lake level is above the OHWM. This entails digging up about 900' of the pipe, and lowering the highest point. An additional butterfly flow valve will be installed to provide control of the pipe for safety and operational purposes. Deliverables of this project will be a brief final report documenting that the project was completed, including photos of the project during construction.

Special condition: The Sponsor agrees to abide by the "Conditions of Approval" contained in the Chapter 30 Regulated Activities manual code approval issued by the Department of Natural Resources on 6/6/06.

Dane County Parks: Acq-Fish And Mud Lakes-Marx Acquisition: The Marx property has already been purchased by Dane County. The property will protect the majority of the Mud Lake shoreline, which is connected to Fish Lake, a very important resource in NW Dane County. Columbia County: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Education efforts include a news release, providing updates and final presentation through regular and annual meetings of the Lake District.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. Of Planning & Dev: Lco-Dane Cnty Lk & Stream Classification: Dane County Department of Planning and Development will hire a project staff in order to develop a Lake Classification project, which is seen as the first step toward developing a consistent set of county-wide standards and procedures to protect Dane County Waters. Project deliverables include:a written report describing the Dane County Water Body Classification System, a bibliography of research sources, a list of navigable water bodies in Dane County sorted according to classification, and a map and GIS layer showing classified water bodies.

The quantity of sediment will be determined through field measurements in the lagoons. Sediment samples will be collected and analyzed. Options for removal and disposal of the sediment will identified along with the costs associated with these options. Sediment inputs to the lagoons will also be evaluated and recommendations made to minimize future sedimentation. Columbia County: Lake Wisconsin Access Inventory: Lake Wisconsin Access Inventory \2013 Columbia County LWCD will conduct a public access survey on the Columbia County side of Lake Wisconsin to help the public better use these areas and to help identify infrastructure needs, in addition to preparing for an eventual lake management plan that would include aquatic invasive species prevention component. After collecting property deed information, each public access site would be photographed, and a variety of parameters documented, including things like fire number, driving directions to the site, parking surface and number of spaces, signs posted, survey markers present, topography, etc. The data will be entered into a GEO database, and a final report will be presented to stakeholders.

Model Identification
* Overview of possible river models, contrasting model strengths and weaknesses.
* Selection of an appropriate river model for water quality analysis and adaptive management follow up modeling will be selected for use on Spring Creek.
Build out Scenarios
* Two sets of products will be established related to the baseline land use inventory. The first product is a set of maps depicting the existing conditions of the surface watersheds. The maps will include existing land uses, tax parcel boundaries, orthophotography, and environmental constraints. The second product will be a set of statistics that measure the percent and acreages of developed and undeveloped land uses as well as environmental constraints.
* A review of the existing regulatory framework will be compiled in a brief report that summarizes regulatory findings for the ground and surface watersheds and by jurisdiction. If significant differences are found among jurisdictions, a matrix will be compiled to illustrate the differences.
* A set of maps and set of statistics will be compiled for a build out assessment of the surface watershed. The maps will detail areas that are available and unavailable for future development. Statistics will identify how many acres are available for future development and how many additional development units are possible with existing regulations. The change in potential impervious surface will be calculated and displayed on a map.
* Statistics will be derived that determine how much change in phosphorus loading is possible for the surface watershed based on the build-out scenarios.

Lake Wisconsin WatershedWatershed History Note

The Merrimac Ferry crosses the Wisconsin River between Merrimac in Columbia County and Okee in Sauk County, within the Lake Wisconsin Watershed. Ferry service has been provided in this area for more than a century. In 1844, four years before Wisconsin became a state, Chester Mattson, the second settler on the site of the village of Merrimac, obtained charters to provide ferry service at this location. Mattson provided muscle power to get the ferry across the river and charged between 35 cents and one dollar for this service. In 1849, another investor named W.P. Flanders took over the service for $700. A gasoline engine was added around the turn of the century. The original ferry boat, the "Colsac" (a phonetic combination of the two names, Columbia and Sauk counties) was built in 1924 in Dubuque, Iowa, and had a capacity of eight cars. It was operated as a toll ferry by the two counties. The State of Wisconsin took over the ferry as part of the state highway system in 1933, with operation and maintenance performed by the Columbia County Department of Transportation and the toll was eliminated. In 1963, the Colsac I was replaced by the Colsac II , with a capacity of twelve cars. The state has periodically considered a bridge to increase the capacity of the state highway and ease commuting for local residents. As the Colsac II aged, periodic maintenance grew expensive and took the ferry out of commission for weeks at a time. The older boat's capacity was also frequently strained during the peak travel season, and weight limitations restricted truck traffic. However, the ferry remained popular with tourists and the tourist industry. Supporters of the ferry won out, the bridge proposal was shelved, and the ferry was upgraded. A new 15-car, $2.2 million Colsac III was constructed by Basic Marine in Escanaba, Michigan. The vessel was dedicated by Governor Jim Doyle and first lady Jessica Doyle on May 16, 2003. The trip across the river is free and the scenery superb. But the main factor in its popularity is pure nostalgia... one of the reasons it survived the bridge boom of the early 1900s and is now the only ferry remaining on the state trunk highway network.
